- Proposes, designs and codes software solutions to meet complex business needs. Oversee the required technical and procedural documentation.

Skills
Application design, architecture – Knowledge of application design activities, tools and techniques; ability to use them to convert business requirements and logic models into a technical application design.
Integration of packaged applications – Knowledge and ability to implement packaged application software and integrate it into business applications, databases and technology platforms.
Product and Supplier Assessment – Knowledge of and ability to implement assessment and selection processes for products, tools, services and infrastructure components to ensure that they conform to the business needs and architectural principles of an organization .
Software Process Improvement (SPI) – Knowledge of formal software process improvement disciplines and the ability to assess and improve the quality and operating costs associated with an existing application.
System Development Lifecycle – Knowledge of project management techniques and the ability to plan, design, develop, test, implement and maintain segments and phases of the system development lifecycle.
Technical troubleshooting – Knowledge of technical troubleshooting approaches, tools and techniques, and the ability to anticipate, recognize and resolve technical issues (hardware, software, application or operational).
Professional experience
Roles at this level typically require a university / college degree, with over 5 years of relevant industry experience. Specific certifications are often required. Instead of a degree, a comparable combination of education and experience (including military service) may be considered.
